- Want the Whole System, Not Just Meta?
The Short Answer
Set things up in this order: secure your personal profile, create a Business Portfolio, connect your Facebook Page and Instagram account, create one ad account in Indian rupees and Indian time, add a payment method in your or the business name, and add a second admin.
Most new accounts are not banned for doing anything wrong on purpose. They are restricted because they look risky: a fresh profile, logins from many places, a failed payment, a big spend on day one, or an ad that promises too much. Look like a real, patient business for the first two weeks and you avoid nearly all of it.
1. What You Need Before You Start
This is Chapter 2 of the free Meta Ads Course 2026. In Chapter 1 you learned how the account is structured. Now we build it. Have these ready first:
- Your own personal Facebook profile with your real name and photo, ideally one you have used for a while. Every Business Portfolio is tied to real people.
- Two-factor login switched on for that profile. Do this before anything else; it is the single best protection against hacks and many restrictions.
- A business email address you will keep long term, such as [email protected] rather than a throwaway address.
- A Facebook Page for the business, with a name, logo, description and contact details filled in.
- An Instagram professional account (business or creator), if you want ads on Instagram to come from your brand.
- A website or landing page with a privacy policy and contact details, if your ads will send people to a site. Ads to WhatsApp or a lead form can start without one.
- A payment method in your name or the business name: a card that supports recurring payments, or UPI or net banking for prepaid funds.
2. The Setup Order
Order matters. Each step depends on the one before it, and doing them out of order is how people end up with ad accounts in their personal profile, Pages they cannot add, or a team member who owns the business assets.
3. Step by Step
Meta renames menus and moves buttons often, so I describe where things are by what they do. If a label looks different on your screen, search for it in Meta Business Suite settings; the setting itself rarely disappears.
Step 1: Create your Business Portfolio
A Business Portfolio (what used to be called Business Manager) is the container that owns your Page, Instagram account, ad accounts, Pixel and people. Create it from Meta Business Suite while logged in to your own profile, using your real business name and business email.
Why it matters: when the business owns the assets, you can add and remove people safely, and a freelancer leaving never takes your ad account with them. Ads run straight from a personal profile skip all of that, which is why I always start with a portfolio.
Fill in the business details completely: legal name, address, phone and website. Complete, consistent details make the portfolio look like what it is, a real business, and you will need them later for business verification.
Step 2: Connect your Page and Instagram
In your portfolio settings, add your Facebook Page. If you created the Page yourself, add it as an asset the business owns. If an agency or someone else owns it, request access instead of asking them to hand over their login.
Then connect your Instagram professional account from the same settings area. Once both are connected, every ad can run under your brand name on Facebook and Instagram, and messages and comments arrive in one inbox in Meta Business Suite.
Step 3: Create the ad account (the settings you cannot change)
Create one ad account inside the portfolio. Three settings are effectively permanent: changing them later means Meta closes the old account, stops its ads and starts a new one, so your history and learning stay behind. Get them right the first time:
| Setting | What to choose in India | Why it matters |
|---|---|---|
| Currency | Indian rupee (INR) | You are billed in this currency, and reports show it. Paying in USD from India adds conversion fees and confusion. |
| Time zone | India (Asia/Kolkata) | Daily budgets reset and reports cut off at midnight in this time zone. A US time zone makes every "today" report wrong. |
| Ad account name | Business name + purpose, e.g. "Brand - Main" | Easy to change, but a clear name saves confusion once you have more than one account. |
Start with one ad account
New portfolios start with a low limit on how many ad accounts they can create, and Meta raises it as you spend and pay on time. Closed accounts still count against that limit. One account is all a single business needs to start; create more only when there is a real reason, such as a separate brand or a client.
Step 4: Add a payment method from India
The options you see depend on your ad account's country and currency, which is one more reason to choose India and INR. For most Indian advertisers it comes down to these:
| Option | How it works | Good for | Watch out for |
|---|---|---|---|
| Credit or debit card (automatic payments) | Meta charges the card each time you reach a billing threshold, and at the end of the month. | Most businesses: ads keep running without you topping up. | RBI rules mean the card needs a working auto-debit mandate, and larger charges may need approval. A declined charge pauses your ads. |
| UPI or net banking (prepaid funds) | You add money to the ad account first, and ads spend from that balance. | Beginners who want a hard cap on spend. | When the balance reaches zero, ads stop until you top up. Keep a buffer. |
| Monthly invoicing | Meta bills you after you spend, on credit. | Established, high-spend businesses. | Only offered after Meta's own credit check; you cannot simply choose it. |
Add your GSTIN for proper invoices
If your business is GST-registered, add your 15-character GSTIN in the ad account's payment settings, under the business information section, so your invoices carry it. You need to be an admin of the ad account and the business country must be set to India. How GST on ad spend is treated for your business is a question for your CA, not a setting to guess at.
4. People and Access
Most avoidable lockouts happen here: one person holds every key, then loses their profile, or a shared login gets flagged. Set access up properly from day one:
- Have two admins. Add a trusted second person (a co-founder or partner) as a full admin of the portfolio. If one profile is ever restricted or hacked, the other can still get in.
- Give everyone their own access. Team members join the portfolio with their own Facebook profile and get only the permissions they need, such as running ads but not managing payments.
- Add agencies as partners. An agency or freelancer gets access through their own portfolio as a partner, so you can remove them in one click and they never own your assets.
- Never share passwords. One login used from several phones and cities is one of the fastest ways to get flagged as a hacked account.
- Verify your domain if you have a website. It proves the site is yours and is needed for parts of tracking setup in Chapters 4 and 5.
5. Why New Ad Accounts Get Restricted
Meta protects its users from scams, so new accounts are watched closely. A restriction is usually a risk signal, not an accusation. These are the six areas that trigger most of them. Tap each one to see what Meta looks for and what to do:
Why New Ad Accounts Get Restricted
The 6 Risk Areas Meta Watches in Your First WeeksThe Profile Behind It
Core Objective
Every Business Portfolio is tied to real people. A brand-new profile, a profile with no photo or friends, a name that does not match your ID, or a profile without two-factor login all look like a fake or hacked account to Meta.
Key Action Items
Simple Example
Do this: use your own long-standing profile, turn on two-factor login before you create anything, and never buy or borrow "aged" accounts.
6. Your First 14 Days: The Warm-Up
A new account has no history, so the first two weeks are when it is most fragile. Treat them as a warm-up. The aim is not results yet; it is to build a record of a normal, paying, policy-safe advertiser.
| When | What to do | What to avoid |
|---|---|---|
| Day 1 | Finish the setup above. Add payment and the second admin. Post a few times on the Page if it is new. | Creating several ad accounts or portfolios "just in case". |
| Days 2 to 7 | Run one simple campaign with a small daily budget, a plain offer and a page that matches the ad. | Big budgets, aggressive claims, special categories you have not declared. |
| Days 8 to 14 | Let the first payment go through. Raise the budget gradually if things look healthy. | Doubling budgets overnight, switching payment methods, logging in from new devices. |
| After day 14 | Scale normally, still in steps. Keep paying on time. | Treating the account as "safe forever"; the same signals still count. |
7. Rejected, Restricted, Disabled: What Each One Means
People use "banned" for everything, but Meta has different levels, and the fix depends on which one you have. Check Account Quality in Meta Business Suite to see exactly what was affected and why.
| What happened | What it means | What to do |
|---|---|---|
| Ad rejected | One ad broke a policy. The account still works. | Fix the ad and resubmit, or request a review if you believe it was a mistake. Do not repeat the same wording in new ads. |
| Ad account restricted | That ad account cannot run ads, often after repeated rejections or a payment problem. | Settle any unpaid balance, then request a review from Account Quality with a short, honest explanation. |
| Business Portfolio restricted | The whole portfolio, and every ad account in it, is blocked from advertising. | Request a review from Account Quality. You may be asked to verify the business with documents. |
| Your profile restricted from advertising | You personally cannot run ads anywhere, even in other portfolios. | Request a review and confirm your identity if asked. This is why a second admin matters. |
8. If You Get Restricted: What to Do
Stay calm and do it once, properly. Rushed or repeated appeals and workarounds make it worse.
- Read the reason first. Open Account Quality and note exactly what is restricted (ad, ad account, portfolio or profile) and the policy named.
- Fix what you can before appealing. Pay any failed charge, remove or edit the ads that broke a rule, and make sure your landing page matches your ads.
- Request a review. Explain in two or three plain sentences what your business does and what you have fixed. Upload ID or business documents if asked.
- Wait, and do not run ads elsewhere to get around it. Opening new accounts or portfolios to avoid a restriction breaks Meta's rules on its own and can turn a temporary block into a permanent one.
- Get human support if you need it. Paid Meta Verified for business includes access to support, which can help when a review stalls. See my guide to Meta ONE and Meta Verified.
- If a review fails, you may be able to request one more review. If it fails again, the decision is usually final for that asset, which is exactly why the prevention steps above are worth the effort.
9. Policy Traps Indian Advertisers Fall Into
Most rejections in India come from a handful of patterns. Check every ad against these before you publish:
- Income and job guarantees. "Earn ₹1 lakh a month" or "100% job guarantee" is the most common problem for course sellers and business opportunities. Talk about skills and what people will learn, not guaranteed outcomes.
- "Are you...?" wording. Ads cannot imply they know personal traits such as health, weight, finances, religion or caste. "Are you in debt?" breaks the rule; "Plan your finances better" does not.
- Before-and-after and health claims. Weight loss, skin and health results shown as before-and-after, or miracle claims, are rejected quickly.
- Finance and loans. Credit, loans, insurance and investment ads have extra rules, and some need you to declare a special ad category, which limits targeting options.
- Social issues, elections and politics. Ads on these topics in India need you to complete Meta's authorisation and add a "Paid for by" disclaimer before they can run.
- Mismatched landing pages. An ad for a free class that leads to a payment page, or a page with no contact details or privacy policy, gets flagged even when the ad text is fine.
10. Your Checklist Before Chapter 3
Tick these off before moving on. If any are missing, fix them now; it is much harder once ads are running.
- Personal profile secured with two-factor login.
- Business Portfolio created with complete business details.
- Facebook Page and Instagram account owned by the portfolio.
- One ad account in INR and Indian time.
- Payment method in your or the business name, plus GSTIN if you have one.
- A second admin added, and team members on their own access.
- Your first campaign planned small, with a landing page that matches the ad.

Chapter 3: Metrics and Benchmarks. Before you spend real money, learn which numbers matter (CPM, CTR, CPC, cost per result) and what "good" looks like in India, so you can judge your first campaign properly.
